Special counsel subpoenas Manafort's former attorney and spokesman

Washington (CNN)Special Counsel Robert Mueller has issued subpoenas to a former lawyer for Paul Manafort and to Manafort's current spokesman, an aggressive tactic that suggests an effort to add pressure on the former Trump campaign chairman.

The subpoenas seeking documents and testimony were sent to Melissa Laurenza, an attorney with the Akin Gump law firm who until recently represented Manafort, and to Jason Maloni, who is Manafort's spokesman, according to people familiar with the matter.
Manafort is under investigation for possible tax and financial crimes, according to US officials briefed on the investigation. The allegations under investigation largely center on Manafort's work for the former ruling party in Ukraine, which was ousted amid street protests over its pro-Russian policies.

Is this for federal employees or everywhere??

No idea, but the federal workforce (not contractors) has a very rigid and standardized pay scale that applies to everyone (excluding some agencies that have their own special scales) so there's not the same issues of salary negotiation as in the private sector. Within-grade step pay increases are also standardized, so the only real issue i can think of is potential systemic issues in promotions and hiring in the workforce.

I'm seriously seeing tons of parallels to the modern USA in the Earth Gov plot during my Babylon 5 rewatch. It seemed so far fetched back when I first watched it.

I don't see how what Mattis did isn't in line with the directive. He was always ordered to review what should happen with those currently serving, and he's not defying the order to stop admitting new transgendered recruits.

I work in software for the DoD. We've recently gone to a performance based system. There isn't any negotiation, but I could still see them evaluating the system for biases in ratings or something. What I expect, though, is that we'll go back to the standardized pay scale soon enough. It's happened before.
