I don't know where you can get the genuine articles these days, but if you do buy a pad and want to verify whether it's the real deal or a knock-off, I have pictures you can compare to uploaded here:

Has pictures of an official PS2 Saturn pad, USB Saturn pad, and original white JP Saturn pad. All of the parts except for the shoulder buttons and Start+Back buttons are virtually identical between models and can be swapped between them if needed. So if you do get a knock off USB pad with low-quality buttons / d-pad, you should still be able to buy an old Saturn pad and swap the parts if it has a good PCB.

A USB Saturn pad can be used on a PS3 as-is. An original Saturn pad can be used with a Saturn->USB converter. I've used a PC Joybox 3-in-1 for that purpose in the past and it has worked fine. That particular converter has effectively no lag (range is in the nanoseconds; I've tested it). On a 360, your options are more limited. I use a PS2 Saturn pad connected via an eTokki PS2->360 converter, but the PS2 Saturn pad is legitimately rare and expensive these days. Rarely ever shows up on eBay and always goes for triple-digit prices whenever it does. If you can find a good SAT->PSX converter, you could presumably daisy-chain the two converters together to use an original Saturn controller.
