My guess is that Nintendo is very attuned to the K-12 audience, kids will play demos hundreds of times, and if they allowed multiple systems to play downloaded games like Microsoft and Sony do it would hurt them much more with all the kids on the playground sharing games with each other. Which is one reason they don't have an account system for game verification, doing that requires either that you be logged into the internet all the time, or else allow multiple systems to play the same game, and they just aren't willing to lose those potential sales from kids sharing.
