No, it means that if a game can't keep up 30fps or 60fps (whatever the programmed limit for that game is) this will help.

This will not remove any hard 30 fps framerate caps.

What it can improve is games dipping from the 30 (or 60) fps cap on regular PS4.

i would assume so.

If a game has a hard 30fps lock, 'boost mode' or whatever it's called might prevent certain drops from happening, but it's not gonna deactivate the framerate lock.

Probably allows the CPU to run at 2,1GHz. Not sure if they can utilize the extras CUs for games not programmed for it, but there's a possibility. Or they can boost the GPU/VRAM clock speeds.
