Mario looks really pissed off because of pirates.

Anyway, you haven't seen NoA's Software Development Support Group web site: http://warioworld.com/ (yes, that's the name). It's not even 2000s, it's pure 90s. It has WaveBird and e-Reader icons as a navigation icons!

Oh, and, BTW - Nintendo of Europe actually got its shit together and embedded anti-piracy site in the main one.

They are a developer who has an amazing track record and pretty good, guaranteed relationship with Nintendo. They don't need to make any impressions with their website.

There was a tweet that basically said they are not worried about their webpage because instead of adding belts and whistles to it they are busy making awesome games. The tweet was posted in the previous (monthly) "Retro's webpage is horrible" thread

EDIT:

That site is golden for their creepy Mario faces. The "News" is essencially a "there will be the shit" face. And SM64 Mario somehow sneaked on "FAQ" banner.
