Not strictly an office per se, but in a similar vein to what your asking I think; the official ER game was pretty good. It's basically a Sim's-Lite clone set in a hospital. You control a junior doctor and have to work shifts where you balance the usual sims needs (toliet,shower,food,social) with doing work. Think it's underrated myself.

I have always wanted a stealth mayhem office game. Metal Gear mixed with office life. Actually that Coffee Break game looks exactly like I had always envisioned it.
The goal is to get yourself to the top executive position through any means necessary, and it becomes tougher to knock out the guy ahead of you every step of the way. Stuff like, you want to make it look like your boss is having an affair with his secretary. Except it turns out the secretary is actually having an affair with another guy who might get caught before you can set up the evidence for the fake affair, so you'll have to help cover up their affair. Also another guy in the office has a crush on her and stalks her and will do anything to defend her honor, so you have to take him out first as well. You can do things like take one person's stapler and put it in someone else's cubicle, or plant evidence that someone was eating someone else's lunch. Generally causing arguments and havok around the office. Maybe the custodian is sort of on your side and you can pay him to perform various services for you or buy supplies from him. |

It's funny you mention Persona 3 and 4, because Persona 2: Eternal Punishment has an office in place of a school. Unfortunately for you the gameplay in P2 is quite different, so the office doesn't play out like P3&4's school, with office task mini-games and building relationships with co-workers.

There was one for XBL Indie Games called Office DisOrders that was kind of funny.
EDIT - I bought Game Dev Story based on GAF hype and was disappointed. I've followed the gaming industry for decades and love it but that game bored me to tears.
