I've never done this, never seen anyone do it, never heard anyone do it, and would never even think about doing it.

Any citizen would have no obligation to allow any officer to take their vehicle. Having said that, I'm sure it's happened a few times but it's 99% a Hollywood thing.

Well, it kinda happened in the shootings at Utøya in Norway. The police tried to go out to the island in a police boat, but the motor failed so they had to take a civilian's boat instead.
