I would assume they begin brainstorming soon after, but given the radical exponential changes in tech every year or 2, I guess it would be hard to actually begin the design process right away. Hell I don't even think they began designing it in 2008 even.

Concepts, brainstorming, R&D, prototyping, etc. usually begin right after the last console is finished. Actual development usually doesn't begin until ~3 years before the console is released though.

They probably started talking about it before PS3 even launched. I guess it depends on what you mean by development, the actual design process comes much later. I assume this generation there was a lot of discussion on control inputs.

I don't understand this reasoning. All indications are that Sony will go with off-the-shelf components for PS4, then time to market shouldn't take that long.

Through a relative of mine, he told me that his software company was working on a component for the next Xbox as of Nov. 2011. Given how Microsoft has had a year head start, I'd imagine that their next-gen console's development is naturally further along than Sony's PS4.
As for Nintendo, we know that the Zelda tech demo was being worked on since roughly 2009 from one of Aonuma's comments last year. Miyamoto said at E3 2012 that Pikmin 3 was two years in development for Wii U.

Wii U development started in May or June 2009 and the system launches later this year. August 2010 to late 2013/ early 2014 makes perfect sense.
