Mardi Gras (St Louis)

Ok... I'm heading out to Mardi Gras pretty soon. And it's a measly 25 degrees outside. (I realize that isn't THAT cold but it is when its snowing and windy and you are going to be outside in it for 8+ hours). How many layers of clothing is too much? I wore a ton at the World Series game and I froze my ass off and I don't believe it was anywhere near this cold.
