Actually, UAE and Saudia Arabia are both supported now via the console dashboard setting as well as Xbox Live Account region and with MS Points cards specifically made for them.

Pretty big difference and WP8 doesn't even have any damn market share. Xbox Team should totally follow suit ASAP and this region migration is the first step.

For years, I have been posting a thread once a year wishing this to happen so I can carry my 30K+ gamerscore and 10 years of live history with me to UK, where I have lived soon five years.
Another year passes, and Xbox Live account country still can't be changed
Just before next gen too. I was going to kiss my account good bye next gen, maybe even gone PS4 first for free online MP, so this came just in time.

Not necessarily, you might even end up gaining access to content depending on what region you're migrating to and what licensing/distribution deals are in place there.

I think itt's pretty clear that the wording is only there to cover their asses if some dumbass publisher elects to impose some unforeseen region restrictions (looking at you, Atlus). I expect pretty much all of my content to move over without a problem. Plus, going forwards they will certainly bake in the migration clause to thei publisher t&c - hence the 3 month limitation to migrating countries.
