Hello all I'd like to make an avatar out of this classic Chuck Jones artwork

Basically I'd like to resize and add a transparent layer to the top part of the avatar right where the ground lines appear to make it look like the floor ends about where the elbow is. Cheers in advance!

How come when I try to make the background of my profile pic transparent, it's just resulting in a white block where the transparency should be? trying to set the background element to a transparent layer in paint.net (don't judge me pls) but when I upload them it doesn't seem to take. In any case, I'm sure I'm stuffing up something that's relatively simple :/

Could someone make the background of my profile pic transparent? Would be greatly appreciated!

Also what is Gaf refresh?
