Osaka is in Kansai.

While the earthquake itself can be protected against and has been protected against in Japan, an ensuing tsunami will be sure to cause huge amounts of damage.

My sister in law said she felt the quake in Shiga. She's happy she's not in Wakayama anymore as apparently they supposed to get (or did get) a tsunami.

it's not supposed to be a measure of how bad things are going to be, it's a measure of energy. how bad things are going to be is a function of too many variables to really measure with a rating scale.
