It's a joke? Probably poking fun at the fact that devs don't do 60fps a lot on consoles. We've known the game is 60fps for a very long time.

Leave DmC alone. Even Bayo on 360 has the feel of 60fps during the big boss fights
The game was 30fps when it ran on Fox Engine.
