Oh I wasn't aware of that. That doesn't seem very legal but it may just be borderline... at best it's anti-consumer :/They practically did that trickery with AC IV for PS4 with a day 1 patch once the rabbit was out of the hat and making noise.

I think there is no "conspiracy" at heart, it's just about prioritizing. Probably they hit some issues with these effects and optimizing the console versions in time for the release had better priority. Probably they are/were also planning already a patch for PC. What's stupid about this is the way Ubisoft communicates. But it doesn't seem to influence the sales, so they will keep on doing it.

The PC version dropped down the Steam charts pretty fast. Wolfenstein is outselling it at this point. No way to know how many preordered it but word has gotten out that the PC port is janky and bad, aka typical Ubisoft.
They should patch whatever they can and make it the best version possible.

It's not Sony's or Ubisoft's fault that even high end graphic carts come only with 3GB GDDR5 when even $400 PS4 comes with 8GB GDDR5. If PC gamers were willing to pay for more GDDR5 then maybe Ubisoft wouldn't have to remove effects.
The game uses a very surreal texture implementation. For every texture, there is a basic texture with mipmaps and a higher resolution texture without mipmaps. Lower texture quality uses the medium mip of the regular texture as max. Medium texture quality uses the regular texture and high texture quality (called ultra ingame) uses regular texture BUT blend to higher texture for close ups. Close up distance depends of screen resolution. So it's a pixel/texel ratio in the end.
The problem is that I think gpu drivers are not optimized to load in memory every texture twice. They are optimized to mess with mipmaps to avoid shimmering and to save memory. Walking or driving in watch dogs implies you need to load a new big texture every time a material is near the camera. It's not the same that showing the big mip of the texture already loaded.
In one hand, using tweaks as always loading the big mip, can fix stuttering. But you will have shimmering here and there. I'm testing now with using ultra textures with or without mips as medium textures. So the game don't mess with double number of files, with good results.

It's still being worked on. It's currently on version 0.6, and 0.7 will be the one with a lot of fixes. Farther back depth of field, 3 camera angles to choose from while on foot (near, normal, far), fixed headlight shadows, performance fixes, etc. The current version still stutters with Ultra textures on my 2GB 670. High is pretty stable.
And I just noticed Maldo is on the case, as well. Hot damn, this thing might stand a chance of being playable.
A lot of jumping to conclusions here. As a programmer myself, I'm willing to bet that these effects are not in there because there are some bugs in specific circumstances that trigger full-blown crashes, and they weren't going to have time to get them working properly, so they just got pulled while they focused on other things.
