I think that applies only to those dates.
Not surprised, I said it had to happen this way.
People wanted a demo but demos usually have no online play and you just fight against AI. It wouldn't be a good way to sell people on the game cause they may get bored with it.
Nintendo made the right choice by following the Splatoon Testfire for ARMS.

I think that's timezone stuff.
You need glasses. It has NA only under May 26th and June 2nd, the other days are, i presume worldwide.
