don't expect 60fps in games that are 30fps. but more stable 30fps with no dips anymore? I'd say yes.

No, it means that if a game can't keep up 30fps or 60fps (whatever the programmed limit for that game is) this will help.

What it can improve is games dipping from the 30 (or 60) fps cap on regular PS4.

i would assume so.

If a game has a hard 30fps lock, 'boost mode' or whatever it's called might prevent certain drops from happening, but it's not gonna deactivate the framerate lock.

Well, The Witcher 3 would greatly benefit from 3-5 extra FPS in certain areas.

It's not going to be able to boost a game beyond its locked framerate, no, but it may be able to ensure such a game hits that locked framerate more often.

I think this just means that it will help the games keep a steady frame rate. Which is a welcome addition.

Probably allows the CPU to run at 2,1GHz. Not sure if they can utilize the extras CUs for games not programmed for it, but there's a possibility. Or they can boost the GPU/VRAM clock speeds.
