I think some of it is the low quality of the sample. Obviously came from the same library. I remember my kid's teletubby that sounded like it was saying "big cock" and "bite my butt" but I'm pretty sure that it wasn't. I think that they may be misunderstanding the quote itself, it is baby talk after all. It's also a fairly innocuous phrase to begin with. While the report is a bit silly, that game and the baby are creepily repeating the same sound clip. It does really seem like someone saying "Islam is the light".
