Yes, it's that simple. If you create an austrian PSN account in the time between March 16th and April 18th they'll send you a download code for Wipeout HD to the eMail you registered with.

It says every new registration, from March 16 to April 18, will be rewarded with a free download voucher for WipEout HD.
You go online, sign up and access to the racing fun will be sent to the e-mail address you registered with, sometime after the promotion ends.

I would make sure to log into the account from the PS3 at least once and do something on the network. I would browse the store a bit and DL something. Just in case they look at that vs. PC activated accounts only.
