The Colonel definitely was, that's fairly well-known. Although Duke is such a generic badass/macho-type character that he's probably an amalgam of a couple different movie action heroes (Schwarzenegger/Stallone/Lundgren etc.)

Check out the other examples I've mentioned for more blatant copying.
