I'm kinda hoping it's Namco x Tecmo fighting game a la Dream TV World Fighters and Jump Superstars/Jump Ultimate Stars. You can play as Naruto, Goku, Kasumi, Ryu Hayabusa, Law, and Sophitia among others. The Ridge Racer car is a special attack and Pac-Man and the Prince from Katamari also appear.

The smoke in the background of the page certainly looks very anime-like. I'd guess it's a Musou x Anime title.

Another idea would be that a Soul Calibur x DOA title. While I don't think Namco wants both of their fighting game franchises in crossover titles at the same time, we know Soul Calibur 5 will have guest characters and it's not out of the question to believe that DOA characters could take on that role.

We also know that Tecmo has been hesitant to make a new console DOA title, even to go as far as to say that the sales of DOA: D would have an impact on the decision. Adding Soul Calibur characters to DOA5 or even just the presence of DOA characters in SC5 could make DOA5 much more of a financial win for Tecmo.

...or it's just a random Vita launch title that will never see the light of day outside of Japan.
