I think they are allowed to say it a certain number of times in a broadcast, so a couple aren't bleeped and the rest are.

(That's just my conclusion from watching the show.)

He's just using them. There were never any real terms set up as far as anyone knows about NBC bits or characters. He didn't want to use them at first because he didn't want to rely on past success too much. The thought process is NBC won't sue because they don't want the bad publicity. They have enough.

I've never seen a remote that hasn't killed with the audience. The TBS show is starting to build a good collection now- Conan gets animated pt 1 and 2, Chinese delivery, Halo 4... and there's been more. All have been hilarious.
