Depends on what tier of director you are talking about.

Roger Spottiswoode (Tomorrow Never Dies), Michael Apted (The World is Not Enough) and
Lee Tamahori (Die Another Day) all had some acclaim prior to being hired to direct. They were also very much outside of the Eon family (a tradition they broke for Goldeneye..wisely too).
