A few freebies/PWYW records from our blog that should fit your description:

Magic Man - My favorite record last year that still brings a smile to my face listening to it.

Exit Island - Great Indie Pop, some songs may fit your description better than others, though.

Gulls - Stupidly fun Surfpop, my summer record of choice for 2012

Swimming - And my summer surfpop record of 2011

Ed7 - Some easy going Instrumental Electronica

Fort Lean More on the Indie Rock side of things, but still very fun to listen to.

Soccer Mom - Super catchy Indie Pop

Dirty Banners Indie Rock/Pop, listen to Heart on especially. Great summer tune. The other songs make me want to dance too.

The Vial Very, very catchy Indie Electronica. I wish those guys made more.

Almost anything off the first 3 Cardigans albums will do you proper. About half of The Divine Comedy is very upbeat and jaunty.
And of course, anything Jamiroquai and Stevie Wonder.

Oh, and try Combustible Eddison if you want loungey. Or Richard Cheese and Max Rabbe, of course. Maybe some Andrew Bird and Squirrel Nut Zippers, too.
