I think you can do them off any exchange.

Even so the threat of them makes you mash down +s while being combo which opens you up to resets and the other exchanges.

So far these infinites are fairly impractical.

It's always exciting when new tech is discovered. No one really knows what's going on and people are in the lab figuring it out collectively.

doom's TAC seems useless

Doom's TAC thing is a completely different tech. It can probably be applied to way more characters and can set up some high damage for otherwise low damage characters. I have seen Firebrand do it with a down TAC and he can theoretically raw tag into an OTG capable character for high damage.
