A number of people thought this this was worth a thread and whether it's true or not is being questioned, so here you go:

Moreover, and perhaps there is no way to convince our fans of this considering the magnitude of the betrayal many are feeling, but we are not doing this out of malice or a desire to control. Allow us to explain.

Persona 4 Arena achieves a number of triumphs for our North American publishing house. For years, our fans have asked us to include dual language audio in our games. Finally, with P4 Arena, we were able to deliver on that desire and include the exact same content as the Japanese release for our North American fans. Moreover, our North American community is often forced to wait months for a localized release (a plight our friends across the Atlantic can relate to). Again, with P4 Arena, we're able to release within two weeks of Japan. We pushed hard for these things. We know our fans want them--well really, EXPECT them--and we did our best to get as much for our release as possible.

The unforeseen consequence in all of this was that we had a version of our biggest game of the year releasing within a couple weeks in two territories, both identical in content, but at radically different price points. Importing, as great as it is for gamers who otherwise can't get access to a title, can also cannibalize the performance of a title in one territory to the benefit of another. While we're all one big ATLUS family, the reality is that the dramatic difference between the Yen and the Dollar makes for a dramatic difference in price. So the decision was made, perhaps at the expense of some of our fans, clearly at the frustration of many, to region-lock Persona 4 Arena.

For many of you, there is no explanation that resonates, no justification that atones for this fact. We can only endeavor to earn back your confidence and, to learn from your arguments. We absolutely recognize the fear
this is the beginning of a trend. We in no way view it as such. Please also keep in mind that the game's excellent online multiplayer is global, a fact that is in no way affected by the region-lock. Players can compete against fighters from all territories.

A tremendous team of talented developers and artists poured their blood, sweat, and tears into Persona 4 Arena, and every reaction we've ever received to the game has shown that those efforts are readily apparent. The decision to region-lock P4 Arena was a business one, one that has very clearly affected how many perceive the project, but we ask you to please not overlook the exceptional efforts of the people behind the game and to work with us through constructive dialogue.

No but really, preorder cancelled. Might be moving to another region in September, so I'll wait and see. Kind of crappy. Why would Atlus (of all companies) do MORE work in order to have it region locked.

Maybe I'm missing something, but if this is true, what's the big deal? The JP/ENG versions release within two weeks of each other, and they're both essentially identical.

I guess this is a negative for Europeans, though, assuming their version of the game is different (plus there's the extra wait time). It'll be interesting to hear Atlus' reasoning.

Just because they have just one region code on the box doesn't mean they are region locked, every single ps3 game is region free.

this will be the first or second region locked on the ps3.

As for the idea that MS is somehow forcing Atlus to do this: LOL.

The reason is blindingly obvious: greed. They are afraid that 10 Japanese guys would rather import the US version and save a few yen.

In this case, it doesn't matter as much since all three main territories have publishers confirmed (the Europe publisher is Zen United, who has gotten substantially quicker than they used to, managing to release Blazblue Continuum Shift Extend in the EU ten days after the US version, and conveniently alongside the Vita. Although, if I'm being perfectly blunt, the odds of them shipping it this year is zero, especially if the Story mode is as long as advertised), but it still sucks, especially since it's a niche publisher that's broken the region lock boycott. I'd wager that unless the reason is very good, the Zen United version will probably be shipped unlocked, and I haven't heard anything on the contrary regarding the Japanese version.

This is pretty wack, even though I wasn't ever going to play it anyway and the JP version is identical. I own a Japanese PS3 and play mostly US games on it, this would indeed be the first game that is region-locked.

I doubt that the number of Japanese importers would have been high enough to justify a decision like this.

Maybe there's some sort of agreement between Atlus and the European publisher. There would likely have been a very large amount of Europeans importing from Japan or North America, and maybe ZEN wanted to avoid that.

The most likely reason by far is closely related to what you said: with both versions being equivalent, they aren't afraid of Americans importing the game, they are afraid of Japanese people importing the cheaper US version.

If the choice comes down to dual audio or a region free release I'd choose the former, but given the fact that many publishers manage to provide both I don't see why I should be forced to.

It won't be 6 months later. It was only for the first Blazblue, while ASW was looking for a new publisher. Since Zen United is doing it, there is not much of a delay anymore.

Zen United already said "get ready for persona 4 arena action in september". Something like that. Game is already playable at some expos here in Europe.

Zen United are publishing it in Europe and they're always behind for absolutely no reason. They've been showing off playable builds within the UK and have yet to give a release date. All they're saying is "2012"

I think it's one of two reasons:

1) Zen United (P4A's European publisher) demanded it due to the fact that the game is arriving in Europe later than the US.

2) This is a thing Atlus has chosen to do itself due to the dual language audio track, in order to stop Japanese gamers importing the much cheaper US version. Normally the voice track is enough of a barrier, it seems.

I'm interested to know if they follow through with this for Persona 4: Golden. I've already paid for a US import of that, and I'd be pretty pissed if I have to cancel it and wait for an EU release.

In fact, it might be enough to make me not bother getting it at all...

They're region free. Just accept this wisdom as fact. I've imported many-a-game for my PS3, and some of them have the region thing on the cover as you stated. They worked perfectly fine on my EU system. This is the first time we've ever had a region locked PS3 game. There was talk that Stranglehold was going to be locked due to the movie being on the disc in some editions, but I think Midway backed down after an uproar.

The first Blazblue came out near a year after America, and although Shift Extend came out like 10 days after it was a revision edition =/. I just want a release date..... ='(
