Bullshit, if you actually went back and played rares n64 games and compared them to their 360 output, you might be surprised. The problem is rare stopped being ground breaking and simply output games as good or better than what they were doing before, with not much standing out.

Goldeneye and PD on n64 play like shit compared to PDZ, the problem is PDZ didn't adopt a lot of things other shooters do (for better and worse) and had a terrible story/visual style, but kameo is comparable to jet force as a game, and viva pinata/nuts and bolts are up there with some of rares better works. Really, the only games Rare made on n64 that haven't really been topped literally, are banjo kazooie and diddy kong racing imo.

I'm a big rare fan, I recently went through a lot of their n64 classics, as well as played some of the xbla remakes (banjo 1/2, PD) and I think people inflate how good those games actually were way too much, they haven't aged as well as a lot of other games.
