Creating an option that adjusts a game's internal rendering resolution is a very trivial thing and there's simply no excuse for it missing in a game powered by a 3D renderer.
Even the "definitive" version is a pile of garbage.

I think it has more to do with them not being used to PC gaming and what people expect out of PC versions of games. I'm glad they're trying though, I love me some japanese games and I'd love to have all of them on Steam. I will note that Capcom has been putting out amazing ports for years though, Devil May Cry 4 is still one the best PC ports ever and that hails from 2008 I believe.You know what is funny, everybody goes "oh japanese developers" but forget that freaking Capcom made three of the best console ports with DMC4, RE5 and RE6, this is just laziness.

The only really potentially problematic area of PC game development is maintaining compatibility between hardware configurations. That has nothing to do with adding a resolution option.
