Under current design, all new Legendary and Set items that drop in Reaper of Souls and once our pre-expansion patch goes live will be Bind on Account. (You can still trade these items with other players who were in your party when the item dropped for up to two hours, however.)

Good grief. What? They're removing trading for Diablo. I've been against the auction house from day 1, but this is ludicrous. Well at least it is now that the top players are still leveling up and we are in the age of discovery.
BoA Legendaries, no Neph Valor and no AH means everyone is 100% self found and can use whatever whenever. Probably the ballsiest move Blizzard has ever made.
One point per level, yes. Paragon is split up into 4 categories, Core Stats, Attack, Defense, and Ductility. All of them have 4 different things you can put points into.
