- GFWL is being removed from various Capcom games, but again we don't yet know if Steamworks will be put in its stead

It depends on the game, what you're trying to do, and whether the mod is done by someone else. If you're just tweaking variables in the .ini config files, then it's not too hard, as long as the .ini files aren't baked into the .exe, which makes it harder to get mods working. Most mods don't mess up save files unless you accidentally delete something important in the process.
