Its the release date of the Japanese PS4. Im sure it'll be before Feb 22nd in US/EU but whatever, we have more of an idea now.

Definitely. I was in GameStop the other day and the boxes on the shelf had a date of 3/14. Not sure if that was just temporary or not, but, that date had to come from somewhere.

I dont think its been updated since the delay, the SCEJ website has always said this date as it was a launch title.

And the US waiting was to add online mode.
100% sure japanese Driveclub will have online.

Anytime before Infamous SS would be great, Driveclub would get the full attention of 3m, 4m, 5m (or whatever it is) PS4 owners, given this is the first major post launch exclusive, and a PS+ title to boot.
