Hadn't played V yet, but San Andreas had the best music in my opinion. Gotta love that 80s-90s music.

The best part of Vice City's was the rock. I avoid the rap and reggae stations for the most part, and am just in it for the variations of rock.

I use some of the rap in custom playlists in Saints Row, but don't listen to it outside of the game.

I used to think it was Vice City, but in recent years I've come around to the belief that San Andreas does indeed have the best, most varied selection of tracks.
