I know what youre thinking "KOFXII sucked im not gonna fall for this again! XIII sucks SNKP is dead to me!!1!" but oh man you couldnt be more wrong.
Lets see the content shall we?
  • Rebalanced Gameplay: Yes dont worry about K' and Raiden being godlike. SNKP has modified every character (Raiden nerfton) for a more competitive experience.
  • New Characters: Billy Kane and Saiki (White Saike) have been added to the roster. These characters are unlocked by playing the Story Mode.
  • DLC Support: (Ok this is not a good thing) SNKP will offer EX Characters as DLC. ie: EX Iori aka Iori 98 aka Classic Iori aka Iori with the Power of Flames (Official name)
  • Online Netcode: This is a tricky one but SNKP has admited that XII sucked and that XIII will have a much better netcode. It also supports Replay sharing.
  • Stages: About 11 new stages with lots of cameos for fans to discover.
  • Game Modes: Arcade, Versus, Online, Practice, Survival (Both score and time based), Trials... but wait there is more!
  • Story Mode: New cutscenes,dialogues and artwork following the KOF XIII story.
  • Tutorial: Rose Bernstein will teach you the KOF XIII mechanics. Perfect for newcomers)
  • Gallery: Unlock Artwork, Movies and Audio while playing the game.
  • Color Customization: Edit your character colors (Unlock colors by playing). Up to 5 color edits per character. (Also available in Online Mode)
  • New ingame dialogues and songs SNKP added more ingame dialogue and added songs from previous games.

  • Fixed Normal throw so that it no longer raises the opponent&#8217;s meters.

  • Arcade: Sames as arcade, six normal matches and two bosses.
  • Versus: Play locally against your friend or the CPU 3vs3 or 1vs1.
  • Story: Brand new mode that with new artwork,cutscenes and dialogues narrating the exciting conclusion of the Ash Saga.

Lets see the different meters (or gauges) used:

Power Gauge
Builds by taken and dealing damage. Used for Desesperation Moves (Supers), EX Moves, Guard cancels and CD cancels.
Each round increments the number of possible stored Power Gauges. The match starts
with a max of 3 and by the last round the stock limit is 5.
EX Moves and DMs cost 1 Power Gauge, EX DMs and NeoMAXs cost 2. (NeoMAX cost 3 Power Gauges in the Arcade Version)

Hyper Drive Gauge
Builds by taken and dealing damage. Used for Desesperation Moves (Supers) and EX Moves.
The gauge is divided in 2 slots each use of the Drive Cancel costs 1 slot.

Guard Gauge
Depletes when blocking attacks. Produces a Guard Crash if empty. (Youre open to attacks)
It recovers over time or completely after a Guard Crash.

EX Moves
Most special moves have an EX version done by pressing both P or K buttons at the same time which cost 1 Power Gauge stock.
ie: Kyo's Yami Barai QCF + P can be enhanced to EX by: QCF + LP+HP.

Drive Cancel
Allows you to cancel a special move into another special or Desesperation Move, every use cost half Hyper Drive Gauge.
No need for extra inputs just do a special or DM during another special and thats it.

Hyper Drive Cancel
Activated by pressing BC while having a full Hyper Drive Gauge. Allows for a brief time to do every cancel possible without
worring about the Hyper Drive Gauge.

Desesperation Moves
Also known as supers these moves use 1 Power Gauge. EX DMs use 2.

NeoMAX
These flashy and devastating attack requires a full Hyper Drive Gauge and 2 Power Gauges.

System changes from Arcade version
  • Neomax only uses 2 power meters during HD mode (3 meters when not in HD)
  • Hitstun for normal jump attacks have been shortened.
  • Special attacks in the air have generally been tuned to come out faster.
  • DM damage can be scaled down to a maximum of 40% in combos now (as opposed to 50% before). However, scaling for NEOMAX DMs is unchanged.
  • You now get more meter when you are hit by or block an opponent's attacks, making it easier to escape from a rushdown situation using a guard cancel attack or something similar.
  • Backstep turns to aerial state in 1 frame. Backstepping can be used as a way to evade attacks on wakeup.
  • The guard meter's recovery timing and recovery speed has been changed. Compared ot the arcade, it starts to recover sooner after blocking an attack, but its pace of recovery is slower.

  • Added an EX version for his mid-air Orochinagi. It does 3 hits and 300 damage. Unlike the ground version it has no invincibility but is very fast
  • Far D has less lag.

Benimaru Nikaido

  • Flying Drill has faster recovery, normal hit can connect afterwards
  • EX Raijinken is a single hit attack. On a hit, the opponent will be stuck in the air afterwards for a limited time.
    They can be attacked with another move, or even get pushed by running to the edge of the screen.
  • EX Air Raijinken lasts for a longer time. The timing in between the hits are longer than the arcade version.
    It now sort of works as a special that can be ôplacedö on the screen.
  • EX Collider hits less times. That means less scaling for the combo to come afterwards.
  • Neomax comes out faster, MAX cancelÆs timing is different. Invincibility runs out before the hit detection comes out.
  • Fierce/EX Super Lightning Kick does more damage. On a full hit, the fierce versionÆs damage has been raised from 70>100, EX from 135>192.
  • Collider has faster recovery on whiff, can rarely be punished if blocked from a fierce punch.
  • EX Iaigeri > Handou Sandangeki does less damage, down from 263 to 219

Goro Daimon

Command Moves
  • Zujou Barai: df + C

  • Crouching C's recovery time has been reduced.

  • EX Chou Oosotogari's (DP+BD) recovery time on a whiff has been reduced.

  • An Ex version of her Reverie-souhaiter and Reverie-prier have been added in the game. ItÆs invincible while in movement and cancelable with a special. WhatÆs more, the special will automatically come out as an Ex version without the need of meter. However, supers will not turn into an Ex.
  • Grand RafaleÆs damage has been dropped from 200 to 150.
  • Noble-Blanche has longer invincibility.
  • Ex Noble-BlancheÆs hitbox has been changed so that itÆs easier to get in all the multiple hits. With this change, it does a full hit at the corner.
  • Grand Rafale has more cancelable frames for MAX cancel.

Duo Lon

  • EX Shakijuuryuu(qcf+P) can be canceled with specials and higher.
  • Juon Shikon(qcb+P)'s frames have been tweaked. The weak version comes out faster than before so it's easier to use for strings and combos.
  • Genmukyaku(f.K) can be canceled with supers(DMs) and higher.
  • Neomax's damage has been increased from 400>448.

Shen Woo

  • Danken(reflect) builds up meter on a success. No drive meter buildup.
  • EX Fukkogeki>Kouryuugeki has slower recovery when blocked. Completely punishable

  • EX Kuhadan's invincibility has been taken out.
  • Chou Shin Soku Zan'eiken (Neomax) comes out faster.
  • Removed a guard break block string

Joe Higashi

Command Moves
  • Step In Middle Kick: f + B
  • Sliding: df + B

Rebalance changes
  • Ex Screw Upper will stay in position when it hits. With this change, Joe can't be punished afterwards when he hits the opponent with it in the corner.
  • Sliding can be canceled with his Bakuretsuken. But not with any other specials.
  • Hit detection will remain on the opponent after his sliding hits. Again, it can't be canceled with anything but his Bakuretsuken, but he can go into HD mode from the slide.
  • Slash Kick can be drive canceled.
  • EX Tiger Kick comes out faster. Has strong invincibility in the front.
  • Screw Straight comes out faster. It has no invincibility and it has the same shot limit as projectiles. (Probably means that you can't do it while there's another projectile on the screen.)

Rebalance changes
  • Phoenix Bomb (from Cancel) has a different trajectory from arcade version and hits a crouching opponent as a combo from a normal fierce.
  • Weak Phoenix Arrow's recovery time has been reduced, but it also causes a shorter Hitstun on the opponent.
  • EX Psycho Teleport can be canceled with a special or super. The Arcade version only allowed drive canceling at the second half of the move, but it no longer has that limit and it's also a normal cancel now (doesn't cost drive meter).
  • Standing CD comes out faster.
  • Shining Crystal Bit doesn't move back on execution.

Sie Kensou

Command Moves
  • Baku Karuri: B + D

  • EX Ryuusougeki(qcb+AC in air) has faster startup.
  • st.B> st.C has been added in as a chain combo. A followup can be done when it hits.

  • Ryuusougeki(qcb+P in air)'s recovery frames can be canceled with specials and higher
  • Chokyudan(qcb+P) has faster recovery.

Chin Gentsai

  • Chin can do a close C from his d,d+K stance
  • The weak version of his counter now has the attack come out faster than before and can connect into his rolling attack (HCF+K). As a result of this the counterattack almost never whiffs anymore, and there are very few situations in which he can't follow up.
  • He has less lag after his normal throw (both when in his stances as well as normally) and he can actually do followups in the corner.
  • Chin's defense no longer decreases when he has drink stocks
  • The active time of his counters has been decreased. The normal version now has the active duration of the arcade's EX version, and the EX version's is shorter still.
  • His EX counter does less damage.

  • Ex Hishoukyaku has faster recovery. He can follow up with a normal move.
  • Yopuchagi(f,f.A)'s hitbox has been enlarged and it hits crouching opponents in hitstun state.
  • Weak air Hangetsuzan(qcb+B in air) hits crouching opponents in hitstun state. However, the move's hitbox is shorter in its upper side when compared to the arcade version.
  • EX air Hououkyaku(qcb,hcf+BD) has been added to game. Only has a few frames of invincibility after hit detection comes out.
  • Hangetsuzan(qcb+K) has slower recovery.
  • Houou Hitenkyaku(qcfx2+K) has acts a bit differently than before. Both weak and fierce have slower recovery on a whiff.
  • Houou Hitenkyaku Weak ver: Has invincibility, thrusts opponent forward
  • Houou Hitenkyaku Fierce ver: No invincibility, thrusts opponent vertically

  • EX Air Dragon Kick now hits 3 times like its ground version and does 154 damage

    • Knocks the opponent away
    • Cannot combo after midscreen dropkick
    • Level 4 dropkick requires 32 seconds to charge
    • Level 4 dropkick is still safe on block. Weaker versions are punishable
  • Jump D's hitbox has been strengthened to hit downwards. It should whiff less often on short opponents
  • Giant Bomb (feint) has less recovery
  • EX Raiden Bomb's forward travel distance has been reduced.
  • Raiden Bomber now has complete invincibility.

  • Joudan Uke: f + B (Mid-High Parry)

Rebalance changes
  • Ryo travels more forward when doing his Ko'ouken.
  • Joudannuke (f+B) and Gedannuke (df+B) are faster (shorter overall frames). Gedannuke in particular is very fast and it can even be used for strings. (by canceling normals)
  • Fierce Zanretsuken recovers faster on a hit. It can be comboed to a weak Zanretsuken in the corner.
  • Standalone f +A Hyouchuuwari (meaning, not from a cancel) comes out faster.
  • Weak Koho's (DP+P) rising time/hit detection time has been reduced. But the move itself is faster, so it can be used for more various occasions.
  • Weak Koho can be drive canceled and allows for juggling.
  • Haou Shoukouken comes out faster. It can be comboed from a normal fierce, or even be used as an anti-projectile.

Takuma Sakazaki

Command Moves
  • Ashitou Kyaku: f + B
Specials, Desesperation Moves and NeoMAX

Rebalance changes
  • Stun combo is tighter and requires more hits. Landing it builds less meter than before.
  • EX Kyoukugen Hou Ken used to let the player run through the opponent to switch sides or escape the corner though this is now fixed
  • The wakeup frame infinites on him are fixed.
  • Jump CD comes out faster
  • Stun value on attacks has been lowered
  • EX Kyokugen Koou comes out faster and has quicker recovery. Still can’t be comboed from a normal or direction attack.
  • Fierce Ryuuko Ranbu comes out faster. It’s still slower than the weak version, but it has invincibility until after the hit detection comes out.
  • Weak Hienshippukyaku’s damage reduced from 70 to 50.

Robert Garcia

Command Moves
  • Upper: f + A
  • Low Kick: f + B
  • Ushiro Kyaku: B + D (In air)

Rebalance changes
  • Stand CD has faster startup
  • You can't roll recover after being hit by his NEOMAX
  • LK Hien Shippuu Kyaku has faster startup, such that it can be comboed from light attacks.
  • His f+A floats the opponent upwards if done by itself
  • EX Genei Kyaku has less lag afterwards. In the corner you can follow up afterwards without using a drive stock.
  • EX Ryuuko Ranbu has more lag after being blocked.
  • EX Ryuuko Ranbu has had the damage for each of its hits adjusted. The entire move does the same damage, but its damage in combos has been buffed.
  • Haoh Shoukou Ken has faster startup and will combo from strong attacks.

  • Moon Slasher has less hitback when blocked. All of them (weak, fierce, EX) are easier to get punished than the arcade.
  • EX X-Caliber comes out faster. Still can’t be comboed from a normal or direction attack.

  • Jet Upper: df + A

  • Vulcan Punch knocks the opponent away after two hits
  • Kyuukouka Bakkudan Punch punch has less bounce back. Hits twice and the first hit is an overhead
  • EX Galactica Phantom is chargeable and becomes unblockable at full charge and does %50 damage
  • Strong Burning Hammer has less lag. You can combo it into his C Gatling Attack without needing to cancel.
  • During Vulcan Punch (all versions) Ralf can move forward.
  • EX Burning Hammer has faster startup and can be comboed from strong attacks.
  • crouch D has less lag.

Clark Still

  • If Fierce or EX Gateling gets blocked, the Afterattack throw won’t come out any more
  • Vulcan Punch can be canceled with another move on startup. This allows for some new combos like close Fierce punch (2nd hit)>VulcanPunch>SAB

  • EX Iron Trigger(qcf+AC) > EX Second Shoot(f.B) acts a bit differently than before. The projectile gradually becomes faster and hits two times.
  • Air Minutes Spike(qcb+K) has anywhere juggle detection. (it hits regardless of the opponent's state)
  • EX Air Minutes Spike(qcb+BD) has faster recovery.
  • EX Chain Drive(qcf,hcb+AC) has anywhere juggle detection. (it hits regardless of the opponent's state)
  • Jump B, Jump D's hitbox and length of hit detection time has been changed.
  • Iron Trigger(qcf+P) has slower recovery. So does its followup attacks.
  • Narrow Spike(qcb+K after Minutes Spike) has slower recovery than arcade version when blocked.
  • Weak Crow Bites (dp+A) has shorter invincibility. Also, it only gives K' invincivility to the upper half of his body.
  • Minutes Spike (including Air version) acts a bit differently than before. It comes out at a certain timing rather than the distance to the opponent.
  • Neomax is completely invincible.

Kula Diamond

Command Moves
  • One Inch: f + A
  • Slider Shoot: df + B

  • M9 Missile(df.C) has faster recovery.

  • Strong version of Mayhem has less lag. If you hit with the edge of it you can do a strong attack as a followup.
  • Added a new chain combo D -> D. Only cancellable in HD mode.
  • Jump CD is faster.
  • EX Mayhem has faster startup.
  • Strong version of Decide can be comboed into the Strong version of Mayhem.
  • EX Decide has less lag and is easier to followup with normal attacks.
  • Splash (including the followup version) can be super cancelled into Overkill AFTER it hits.
  • Overkill can be MAX Cancelled.
  • Overkill's command has been made easier. If the last input is in any downward direction it will register.
  • Damage adjustments:
    • f+A (when cancelled) does 45 damage (down from 70)
    • Overkill does 200 damage (down from 220)
    • EX Mayhem does 120 damage (down from 160)

Part of the storyline.
It may be apart of the storyline now, but I hope it's a strong indication (or a tease) from SNK/Atlus that there will be more characters added in the future, probably for the next KoF game (which is coming).

EX Kyo and MR Karate will be the next DLC characters ... but they havent been announced officially. -__-!
 
I haven't played much KOF recently, but I'm really looking forward to this one!

I'm thinking of going Mai/Andy/Maxima.

But I'm also interested in Hwa Jai, Athena, Kula, Benimaru and Chin.

This could change, of course, as I'm only going by what I've seen and read and from past KOFs. But Maxima's got a spot secured.
 
Great job Fersis, but if one of your aims was to get people more interested in XIII after so many got burned on XII, Mai should have been in every single image.

Mai should have also been mentioned in the OT title 3-14 times, character count permitting.
