I'm 90% certain that Monolithsoft was only there to support Banpresto who was the main developer.
Monolithsoft developed NxC though, and did the original gameplay systems.

Yup, buying this if it ever comes out here. It's funny, I actually went and looked at the announcement thread for the last game, and it as about 5 pages of people saying it would never come out here....so yeah, who knows? The game bargain binned here, but it also did in Japan too, so I'd say the odds are still decent this one will come out here as well.
