This is not the first time he's said this, but I'll let this be another data point for discussion.

FFRing has an interview with Yuji Horii, mostly talking about Dragon Quest Heroes, but there's a few things about the series at large.

(On the series's 30th anniversary, and DQ11) "I don't have much to tell now, but we're making many preparations. One thing is for certain, Dragon Quest 11 will be an offline game"

(About action combat like Dragon Quest Heroes) "No, Dragon Quest 11 will return to the roots of Dragon Quest. Another action RPG would be like Heroes, and we want to distinguish between the two."

(On the possibility of a large-scale remake a la FF7 of older titles such as DQ3) "There are no plans at the moment, but there's possibilities in the future."

(On Dragon Quest for smartphones) "I think games should be designed for the platforms they're on. Dragon Quest 11 is designed for home consoles."

(On virtual reality) "I had the chance to experience Morpheus, and if I get the opportunity, I'd like to make something with that sort of technology."

Also, hoping for a 2016 release (at least in Japan).
 
Still can't believe the benchmark for graphics in a traditional DQ game is DQ8 from 10 years ago on PS2. It's about time they made another traditional offline one.

Also "home consoles" huh? Plural!? What do you guys think this is coming out on?

edit: NM he does mention home video game consoles a few questions later, I thought that was the end of the XI questioning

It says it's a "console game." Plurality is not specified.

He says it later on. He even brings it up unprompted, which is interesting.

PS4 & Wii U, Level-5 doing it. This must be the rumored "big" Level-5 project. Nothing's bigger than Dragon Quest in JRPG world.

...And how is it going to sell in Japan if it's home consoles only? Not even a MMO like DQX (good! Back to traditional DQ style!). Main DQ sell 3-4 millions. PS4 and Wii U can't do it right now, at all...there must be more.

Best bets are NX/PS4. NX with Nintendos' funding/marketing or PS4 simply because the PS3 will be dead by the time it comes out.

Yūji Horii : (Rires) Nous entendons et lisons effectivement beaucoup de fans très passionnés à propos de ces jeux, et nous y réfléchissons.
About DQ VII, they still "think about it" :(

Doesn't look like the say plural, unless my french is super bad. Which it might be.

There's no point in looking for plural info in either language since Horii would've answered in Japanese, which would not contain plural info in the first place. I just wrote "home consoles" generally to cover the bases. It sounds more natural to me than "for a home console," especially if there is a possibility it could be multiplatform. Based on a previous interview with Yuu Miyake, there's a very real chance it could be.

Going by how SE is releasing their games lately (DQH, SO5), I'd say this is the most likely option.

Expected, but confirmation is nice.

I wouldn't expect something in the near future. Doesn't seem like a priority.

I get a feeling this is not necessarily DQ related. Just read the Japanese summary, and he specifically mentions DQ.

Don't read into that. Japanese doesn't encode plurality information like English does.
The French version is not in plural either, if that means anything.

They also asked if there was a chance for Dragon Quest 7 and 8 on 3DS to be released in Europe, as many fans are anticipating it. Horii acknowledges that he has heard and read a lot of passionate requests to bring it over, and they would think about it. This is of course a non-answer, but it's better than no acknowledgement at all.

He mentions he has tried some VR, and he felt that it was amazing. He'd like to do a perhaps to do a Dragon Quest using that technology one day, though it should be noted that Dragon Quest Swords one of the games that framed the subject.

They also mention that something may be announced in the July 13th issue of Shonen Jump.

I say PS4 is a given. If it's coming to anything else my next guess would be PS3. Somehow I don't see it going PS4 & WiiU. No DQ game has ever come out on two different competing consoles at the same time.

Hopefully they'll announce at TGS. This gem needs to get the ball rolling on new-gem adoption rates and nothing can do that better than the promise of DQ11 on PS4.

I'm wondering if a PS3/PS4 multiplat isn't the most likely.

It is very likely. Porting it to other systems if the game is already on PS3/PS4 doesnt seem worth the effort considering which kinds of people own the systems.

If they skip Nintendo consoles this time i could see them planning to port the game later to Nintendos next handheld.

Erm not saying it comes to NX etc. - but just because we dont know what it is yet it doesnt mean that publishers and devs arent already in preparation for Software with Nintendo. The main point is - that whatever DQ11 ends up being it is likely that it would/could run on WiiU/Xbone, PC as well....so its not like they would have to prepare the engine from Day 1 to support some exotic hardware 2 years from now.
