Just to clarify, this is the exact wording:
"Depending on which North American retailer you pre-order at, you’ll receive an exclusive alternate costume at launch for one of four characters:"

They haven't made any store-specific pre-order DLC forever locked to a retailer and pre-ordering, and I doubt they'd start now.

The wording is always left somewhat open to interpretation just so people feel compelled to go to a specific store and pre-order, but you could look at the whole phrase of "exclusive alternate costume at launch" being one thought, meaning it's only exclusive at launch.

Hopefully they come out sooner than later.

And also Like I said, they are promoting PS4 version becasue of the deal they have with them. Your not going to see a huge PC push until closer to release. Reason why, how many do you think will buy it on PC apposed to PS4?

Impossible to know unless Capcom comes out or one of the retailers. Most of this stuff is a timed exclusive. Could be 1 month, could be 3. I don't know of any retail exclusive stuff that has been available day 1 for purchase, but that isn't saying it doesn't happen.

I loved the concept art for the Chun alt, but it looks utterly ridiculous on the model due to her thigh size and the cloth physics. Really hope we end up getting a female in the game who's appearance is based around something other than fan-service.

I like how all the other alts look though.

This has to happen. They're using the character models for SFV, not art like in SF4. No reason not to show them before the match.

MKX ,Injustice sold costumes as day1 if i remember correctly. Goro (which was pre order bonus sold after 1 or 2 weeks later.

Capcom aiming for launch time money considering a lot people quit game after 1 month(mostly casuals tho)

Her eyes don't look bigger. Just less of an oval and more circular. Think its the combination of her eyebrows being thinner, the darker shade of blue in her eyes, and the less slanted nose which make her look younger in her alt.

And yes all these alts will be available for dlc, but don't expect them to be earned through playing the game. SFV is meant to last the entire Gen as a service, Capcom has to make money off something if everything gameplay related is free.

For UMvC3, costume packs rolled out over the course of about three months, and the retailer pre-order ones came out about 2 months after release.

Don't recall for Super, but I think it was similar.

Unsure how costume DLC will work. I don't believe they've come out and said that ALL costume DLC will be unlockable with in game currency. I imagine they will be unlockable (paid or otherwise) sooner or later though.

You may be right that the eyes are just more open, but the result is pretty much the same. I just think she looks better older I guess, but not like it's gonna matter while playing

I hate pre-order DLC, but Bearded Ryu might make me budge (I'm assuming all 4'll be available later ala costumes in MK, but after PSASBR never released the last 4 pre-order costumes as a bundle, I have my concerns). If I could just get them all in the CE, though, that'd be grand!

I was going to maybe wait to get this game and buy it alongside the PS4 next year. Getting the CE'd bump the price up more than I was expecting to pay, but man, it looks worth it.

You guys mentioned Fight Money during the panel, saying that it can be used to purchase characters, but can it also be put towards other, more cosmetic stuff like costumes, colors, etc.?

MD: We’re still refining the system, so we don’t have a complete list. One of the rules that we have for Street Fighter V is that if anything affects the outcome of a match, then it needs to be earnable with Fight Money. So, the promise stays that if you are a player and you continually play the game, you should be able to get all the gameplay-related content just from playing. We will have cosmetic options, some of those will be grindable with Fight Money and I think some of those will be for pay. We’re still striking that balance and figuring out exactly how to manage it.
