It is, but...

They most likely no longer have the engineering expertise in-house to provide reasonable support to licensees, and may not even have enough of their tech directors left on staff to even make using the engine, themselves, truly reasonable.

They'd probably be smart to license or even sell it, if the offer came up, if only to recoup some of the expenses. Not like they're giving away valuable trade secrets in an industry they no longer compete in. (They will not do this. Konami is not smart.)

I think Sony has learned their lesson with "The Last Guardian" and no one is going to wait 4 years to play the next game Kojima makes.

Unless Sony provide them with an engine (which I doubt they would do, but they might help co-engineer one like Bloodborne) then it'll be a while because the engine development will take time + be expensive but it's not like design work can't be done in the meantime.

Yeah, they will wait if it looks amazing enough. Its been 10 years since Shadow of the Colossus and people still want The Last Guardian because it looks great...*sigh*

Well, Bloodbourne's engine is pretty much an iteration on what From already developed.

To be honest, from a tech-point of view I would love something new and custom, but I'dd rather see them using something like UE4 if that means quicker iterations and development. But knowing Kojima he will probably have some crazy ideas that don't fit a current technological framework, hehe.
 
I hope the logos a hint that his next franchise will be time travel focused. He clearly enjoys period peice settings and alternate timeline stuff. This could allow him to cover multiple settings in a single game. Frankly, we still haven't a really good story heavy time travel game. We haven't had many at all even.
