I don't see them releasing it in the West at all. So, yes, it can be imported but for vast majority of people it might as well not exist.

I think chances are pretty low that Future Tone will get localized, BUT if they should do it, they won't announce it before Diva X is out in the West.

Depends how comfortable you are digital importing I guess, it was a fairly quick and easy process but I can see some people being iffy on doing it, personally I own Diva X already anyways so
