Compared to Vegeta, Trunks, and Goku at the beginning of the Android Saga arc? Gohan post-ROSAT blows them away with ease. Vegeta post-ROSAT outclassed Imperfect Cell, Gohan was stronger than Goku post-ROSAT too. The only fighter stronger than him before he goes SSJ2 is Perfect Cell

if the Wii U is A 16, the Switch has to be Piccolo after going into the ROSAT twice (he went there 2 times after his 17 fight but never had a serious fight. he's supposed to be above 16 but below Vegeta and Trunks during the Cell games)

also, Xbone should have been Goku after ROSAT. he was very close to Cell but Cell had the advantage in the end. Gohan was outclassed all the way until he went SSJ2.

I almost did that but then that'd spoil the possibility of Scorpio being SSJ2 Gohan. Goku kept saying Gohan we straight up stronger than him so I'll take him at his word. Plus, Gohan didn't really fight Cell at all as ssj, he just let himself get thrashed or played defense

Lord Beerus is a God of Destruction whose job is to destroy planets to prevent the universe from filling up with matter. He first appeared in the Battle of Gods film and actually beat Goku despite him attaining the Super Saiyan God form.

The spoiler tagged comment is all kinds of wrong. The movie didn't take Beerus that seriously either (in terms of excluding him from humor/lighthearted moments) and he's just as overwhelmingly powerful compared the other characters as he's always been.
