Turn of the century/millennium! I noticed quite a bit from 2000:

1. Tons of RPGs were released (Breath of Fire IV, Chrono Cross, Diablo II, two Everquest games, Final Fantasy IX, Front Mission 3, Grandia II, Legend of Mana, Lunar 2: Eternal Blue, Ogre Battle 64, Persona 2: Eternal Punishment, Pokemon Gold/Silver, RPG Maker, SaGa Frontier 2, Skies of Arcadia, The Legend of Dragoon, Threads of Fate, Vagrant Story, Valkyrie Profile).
2. On that note, Square was on FIRE this year.
3. Lots of choices for wrestling games this year, including arguably the best AKI wrestling game in WWF No Mercy and two entries into the then-new Smackdown! series.
4. PS2 is released this year. Although 2001 would be stellar for the system, most of its games were not among the most critically acclaimed in 2000.
5. The Dreamcast had some very interesting games released, from Seaman to Space Channel 5 to Samba de Amigo to ChuChu Rocket.
6. The Dreamcast also saw many fighting games released on it, mostly by Capcom.
7. I don't remember seeing so many Star Trek games released in one year.
8. I'm trying to remember how many hours I spent on all the modes in Perfect Dark, but I think it's a number so high it hasn't been invented yet.
9. Pokemon was milked like crazy in 2000.

Do mods count? Because my favorite game in 2000 was a Half-Life mod called Frontline Force. Barring that, Tony Hawk's Pro Skater 2 edging out Perfect Dark and Banjo Tooie.

I would pay all the money for an SSX 3 remaster. One of the best games of all time.

Guess that was the N64's last hurrah right there.

Wait Banjo Tooie came out that many months later (2001 in fact) in PAL regions? I feel retroactively bitter now!

Great year for games; but Majora's Mask is the best Zelda game of all time; and thus one of the absolute best games ever, period.

Second place goes to Jet Grind Radio.

I would have said Shenmue, but then I saw Ecco came out the same year and I'll have to choose that one instead.

I bought this on a whim and it ended up being such a pleasant surprise. The game really struck a cord with me and was a very memorable experience. It's the first game I played where I really started to appreciate the importance of storylines within games.

I think it has to be Final Fantasy IX for me.

I was so sure Pokemon Gold/Silver came out in 2000, but yep, it was late '99.
 
Banjo-Tooie, definitely. That was my favorite N64 game growing up.

Over the years, I've come to see why people generally prefer Banjo-Kazooie, but what the hell, I can't help but love Tooie, in-spite of it being "too big".

T-rex Banjo is the best.

Surprisingly a great year for gaming. Lots of cult classics and all around great games.

I guess I would have to say Deus Ex or BG2 but No One Lives Forever, FFIX, Vagrant Story, Command and Conquer, Perfect Dark, Majora's Mask and Diablo 2 are all excellent as well.

Only four standout games for me, but those are some great games that I played a ton.
 
The Legend of Zelda: Majora's Mask, Final Fantasy IX, and Marvel VS Capcom 2. Even though they obviously managed to only pull it off due to heavy asset reuse, a smaller world, and fewer dungeons, it's still insane to me that Nintendo were able to get out a full-fledged, completely worthy followup to Ocarina of Time in barely 16 months.

Deus Ex - Up there as one of my favorite games of all time.

1999 - 2003 was probably my favorite time as a gamer.

Crazy good year. Shenmue, P2:EP, RE3 are three of my all time favorites. I'll say Shenmue as it had the biggest impact of that year.
