Because devil fruit users are "hated by the sea." AKA a wizard did it. We'll get the answer eventually, whenever we learn about what devil fruit actually are.

Well, apparently it doesn't hate them enough to finish off the job killing them. Maybe more of a Tsundere relationship.

I didn't say there was a contradiction. I just said I didn't understand. Lungs require energy like any body part, including legs and arms. If they lose the energy to move, I don't see why it wouldn't extend to everything.

It's similar to paralyzed people in real life i guess. I mean they can still breathe can't they?

Depends on what muscles are paralyzed. Obviously, there are ways to paralyze some without others. There is an octopus in australia (because of course it's australia)...Blue ringed Octopus iirc, whose venom puts the body into a state of paralysis interferes with the diaphragm muscles, so severe that people die suffocating from their own inability to simply draw a breathe.

The thing I don't understand is why the sea wouldn't target every muscle in a users body. Especially if they're fully submerged, where it would be affecting everything (though I know it doesn't take full submersion for the sea effect to kick in).

Idk, it just seems intuitive to me that the paralytic/energy draining force that the sea doesn't really have a reason to discriminate, so it'd drain every muscle, not just the major muscle groups.
 
Depends on what muscles are paralyzed. Obviously, there are ways to paralyze some without others. I can't remember but I think the language they used when talking about the negatives of the devil fruits was that users would lose their abilities to swim not technically be paralyzed. The manga just visually shows devil fruit users look paralyzed but I think they just lose their ability to swim as the water just weakens them.

It's not just tied to swimming. Seastone works the same way and with that we see them completely exhausted and unable to forcibly use their powers themselves, But I agree that it's not just a form of paralysis.

It's more exhaustion.

But this goofy world where people can literally turn into lightning or make sweets talk must be explained with real-world Earth science, despite the series frequently going out of its way to offer its own in-universe explanation for even the goofiest of occurences.

Right, before this gets out of hand, keep in mind this entire discussion sparked from an idle wondering of how one thing happens. Not a huge post complaining about how this makes no sense, just an idle thought. To which the immediate response was a reflexive defensiveness of "IT'S NOT CONTRADICTING ANYTHING", which I never said it was and emphasized how this was just something I was wondering. But since we are talking about it, people try to work out what it actually is, trying to figure out what it actually means to have the sea affect a devil user, suggesting it's more akin to exhaustion (which has it's own issues), but it's more of just a discussion point, which people are already trying to shut down with cries of "why people (or just Veelk) are complicating this so much?!" Even though there haven't been more than a handful of posts casually exploring it as a discussion point.

I'm just writing this to point out that I'm not the one who always brings bad vibes into the OT here.
 
The real question we should be asking ourselves is when does carrot reveal her snow powers and we get a flashback of her eating one of namis tangerine 🍊

He didn't show up in impel down like all the other villains

Helmeppo is now a marine
Alivda is with Buggy.
Buggy whole gang is still with him, Lion guy and lion are now really fat.
Mister 3 is still with Buggy.
Jango with his heart shape eyes are with Hina and Fullbody.
Gin and Don Krieg are still out their with no update.
Hachi had his cover story adventure and is now in Fishmen island.
Mister 5, Miss Valentine and Miss Goldenweek are palling around together last time we saw them.
The other Barque members from Whisky peak have gotten married and had a kid.
Mister 2 is now the new king or queen of the okama in Impel down.

CP9 were all doing odd jobs when they escape and all of them may or may not be part of the CP0.
Absalom unfortunately for Sanji is still alive and using his clear clear fruit as a journalist.
The one giant fishmen we saw again in Jinbei cover story.
Caribou is with X-Drake most likely with Kaido.

No updates on the Punk Hazard villain group and the Don Quoit Pirates barring Dofla who is in Marine custody.

Kuro's activities are unknown. Enel is on the moon. Crocodile and Mr. 1 are in the New World somewhere. Wapo has his own kingdom and could be headed to Reverie.

Didn't Jango just get Kuro arrested?
Wapol made a bunch of toys, rules a country now and is married to Miss Universe.

Enel is just on the moon.
Croc and mister 1 are just somewhere in new world.
Wonder if 1 will ever realize his real dream?
 
Kuro seems to have had the most enigmatic fate of all the past major villains. We don't even know if he's with his former crew or not (although all things considered, he probably ran off on his own).

Kaku is apparently part of CP0 too. If I remember right, the person talking to Lucci on the phone had his distinct speech patterns.

The anime's not being subtle about Carrot again. This time the Marines put little gull-shaped carrots in their curry just for her to fawn over.

The character of the day in this anime filler was a cross between emo luffy and Z from film Z.

The stuff with Carrot and Luffy was pretty good though.

Anime company I'm sure have no control over what Oda does or Kishimoto.

Though Kishimoto had bent over backwards for editors and such.

Anime staff made Kishi inconsistent with Rasegan color.

Maybe not an arc focus but she is featured prominently within the Straw Hat crew like she's one of them.

Feels more than a guest party member than Pedro.
He at least has a story reason for being there. He has past ties to big mom, he's in charge of keeping pekoms at bay,rivalry with tamago.

Carrot? Come on now whys she there really.

Luffy doesn't seem all in on Carrot from what little interaction they've had in the manga or even the anime, where they've had more time together. On the plus side she hasn't asked to join yet and be rejected and he knows her name. On the other hand he didn't have that instant this person must join type of thing. Now maybe she'll ask to hang on after this business is done, or maybe she'll just be around for the next few years on account of not meeting with anyone to take her back home/take her on as a crewmember. She might hitch a ride with Pedro/Pekoms after all this or join the Sun Pirates or something.

I'm guessing she'll be an unofficial crew member staying on the Sunny for quite some time before rejoining the Dukes.
