Two teams does not work like that, they don't release games within months of each other. Uncharted 4(who also made Uncharted Lost Legacy in 2017) and TLOU 2 were different teams and there is a 4 year gap between them(3 if you count lost legacy). They have been two teams since Uncharted 2.

You call them "small struggling studios", but that used to be Sony's acquisition principle. They would pick small studios like Naughty Dog, Sucker Punch, Guerrilla Games and Bend and grow them to what they are today.
