Is dreams like the playstation equivilent of that project spark thing they tried on xbox a few years back that failed? I think game making software is a pretty neat idea do the creators of the games made using it get any kinds of sale rights or is it all locked in and owned by the platform?

Yeah, pretty much. Dreams is more flexible, but it suffers from the same issues (can only put so many objects into a single scene, memory constraints, controls with a controller are awkward at best). And unless you really really want to release something on PS4 (anybody can release games on Xbox in the Community section) I fail to see the appeal as to why I should spend time and create something great. It's easier with Unity/Unreal Engine/Blender/Audacity/Gimp. Plus you can then actually make money with it. I suppose you are also easier hired into the industry if you have UE skills than if you have Dreams skills. Completely different tools and workflow. So while Dreams is nice, it's also just as pointless as Project Spark. Or Kodu. It will die a fast death.
