I have myself, the wife, and 8 villagers. Isabelle will give you feedback on how to raise your rating. She told me to add more residents and decorate outside more. Even at 3-stars she's saying to decorate more outside.

The Able Sisters finally set up shop on my island and they have some pretty cool designs (I particularly like the 3d glasses).
You also can post some of your own designs online. I am not a creative soul but as a Zelda fan I just had to make a triforce (it's also on my custom nook phone case). Not the best triforce but if anyone wants to use it here is the code.
I finally caught Nemo (a clownfish) to accompany Dory (a surgeonfish) and a giant water bug around one of my rivers. I also caught a flea off of a rhino villager of mine (her name is Rènee).

I kept asking Isabelle for my island eval and eventually she gets feedback from kk once I got 3 star just like Maidens post above.
I have about 8 residents and I'd recommend lots of fences. Once I added decent fencing it seemed to bring the rating up by 2 stars.

I wonder how it gets rated. I have 0 fences and also a 3 star rating. For me I guess it is because I have over 300 flowers planted on my island.

you really can't unless you have an amiibo card
they other way is to ignore them and keep watch over them when they look grumpy with a little cloud over their heads talk to them for a chance they will tell you they are thinking of moving
you hve 2 choices tell them to stay or encourage them to go

I thought I read that Isabelle can kick villagers out. You can report them through her so I’m guessing there’s a mechanic for it. Haven’t cared enough to try yet though. That bell grind to improve my town is BRUTAL.
I tried getting isabelle to get that shit pietro out my town but when you talk to her you can choose either you have a problem with how they look or have a problem with how they speak to you. If theres an annoying outfit they wear she can get them to stop wearing it and im guessing she can change their personallity as well if you find they have an annoying one but despite me reporting pietro multiple times on both options the turd wouldn't take the hint.
Not until i brandished an amiibo then it was.

So, I'm absolutely tired of eggs. I'm just hoarding them at this point, as I'm not finding any interest in crafting most things I would need them for...but they're just everywhere and interfering with what I was enjoying, which is collecting.

I believe reporting them for language will get them to change what they call you, for clothing will get them to change outfits. I think if you want them gone, just freeze them out--no dialogue, and smack them with your net.

I unlocked terraforming. I thankfully had enough miles to get all the varieties. I've laid out quite a few paths so far. I am not super interested in re-routing the river or changing the landscape just yet. I'm sure I will make some changes later, but I do like the layout as is.
You can get more through the Nook miles Ticket. I was able to get all varieties expect one through this method. It's rare to get a non-native fruit though.

I have a new 8th islander now named Fuchsia, she seems to be a pink deer and she seems cute. I like her color, style, and proclivity to play games. You have to play a card guessing game for her to stay and sometimes she give you a gift if you get it right.
On my mystery island trip I went to an area full of rocks with tons of bells inside, so that was helpful.
C.J. (a beaver who seems to be a friend of Flick) came to my island today. He acts exactly like Flick but instead of buying bugs and making models of them, he works with fish. Which is pretty helpful considering I randomly caught an oarfish, blue marlin, and a tuna fish today.

Man, this egg event has really killed my enthusiasm for the game. I was looking forward to the new fish and bugs to catch, and now all I get are eggs. I hate the recipes too. I can’t wait for this event to be over.
