What do you mean non demanding?
If the game wasn't demanding it would have a locked 4k resolution. The fact that both versions have to employ a dynamic resolution very much means the game is demanding something that both console's GPUs aren't able to keep up with. It's as simple as that.
Curious what the PS 4 version disc stuck into a PS5 might do. Maybe a locked 60fps at 1440p.I think they did the bare minimum for an "upgrade" (it was already dynamic res and 60fps)

PS4 Pro uses a dynamic resolution with pixel counts found during gameplay being between approximately 2240x1260 and 2560x1440. During scenes capped at 30fps the PS4 Pro can reach 3200x1800. PS4 Pro seems to downsample from this resolution when outputting at 1080p.
Xbox One X uses a dynamic resolution with pixel counts found during gameplay being between 2880x1620 and 3200x1800. During scenes capped at 30fps the Xbox One X can reach 3840x2160.

These weren't meant to be true next gen versions of MK11 just slightly upgraded versions for the new consoles, there are some small improvements and higher native res but I'm guessing they just worked up from the Pro and One X versions.

Non demanding arcade games are the only cases where XSX can get slightly on top compared to PS5. We already saw that

Umm, different engines/games will stress different parts of the GPU! In games where you saw PS5 having frame-rate/res advantage was most likely rasterization, pixel fillrate bound, XSX GPU lacks in those departments. Games favoring compute power (TFLOPs), mem BW will run faster on XSX.Finally the extra TFLOPs of the Series X are doing it's job, all is right in the world. Other studios should learn from NRS and get their act together and use the full power of XBOX! Unfortunately, I have this on PS5, but that is because the playstation is the official platform of MK11 and has a larger user base.

At least on PC there's a mod that sets the framerate to 60fps also in cutscenes. It works without any issues, not sure why Netherrealm Studios limited the framerate there.I hear it's the same even on PC.

RT is possible due to dedicated RT hardware in Series S.I'm going on the Ray Tracing on Watch Dogs Legion, the 60fps in Assassin's Creed Valhalla, The 120fps in Warzone, the 120fps in Gears 5 with enhanced visuals, the 120fps in Halo MCC, the enhanced graphics in Cyberpunk, the 120fps in Dirt 5...
Barely scratching the surface implies massive gains later. R&C looks great. I could see improvements for sure but I doubt massive ones will come.They're still using traditional LOD system, which should be eliminated from PS5 exclusives going forward. Also the Geometry Engines have much more to do in the future. We're still pretty early in the gen and current games have been developed much before the existence of the final PS5 dev kits.

And 60fps and 120fps are made possible due to a massive CPU upgrade. If One X's GPU were to be paired with Zen 2 CPU, it'd also do 60fps in Valhalla & 120fps in those titles you mentioned, likely even better than Series S does mainly because One X's GPU has 45% more bandwidth available to it and this likely also explains why One X is able to hit higher resolution more often than Series S in some games.
This isn't necessarily a bad thing though. I understand why Series S exists, I'm not bashing it. Don't get offended now because I said "One X GPU > Series S GPU". I'm sure Series S's RDNA 2.0 excels in other areas where One X's GCN 4.0 doesn't. Like BC for e.g. and ofc MS knows what they are doing.
