My money is on Tyler Stout being the artist of this.

Edit: Just googled Tyler Stout Sleeping Dogs and sure enough.. IGN did an interview with him in March: http://comics.ign.com/articles/121/1219781p1.html. I guess he's doing the box art for the game as well (which this may or may not be).

They were using vinyl stickers for a couple of years but then they got fined by the city. They went back to paint last year I think.
