My understanding is that it isn't a technical hurdle but a choice. They don't want it in game.
The idea sounded so bafflingly stupid I kind of assumed it would never come to fruition.
But I suppose this is Halo 4.
Think most people were hoping they'd change their minds. But this is 343 we're talking about, think we knew that wasn't going to happen. After all, they know what's best for Halo.

It will also appear front and center on your phone and we have been very clear about the how and why of this. If we put it in the game we massively incentivize cheating and abuse. You guys all know this. If you want to know your relative skill you can now see it at a glance. If you want e-peen comparison it is far from perfect.

Cheating wasn't a problem in The Arena, and I'm pretty sure CoD's ranked playlists are doing just fine...

No reason why we can't see our own on, say, the start menu, while we wouldn't be able to see those of others in-game.
But cheating and abuse have never been higher than they were in Reach and Halo 4. If it's not level 50 general, people will cheat to be inheritor or SR-130...

I'm honestly sure that Credit ranking system in Halo:Reach and Halo 4 add more foul play then Halo 3's True Skill ever did.

If you put it in the game you incentivize a culture of competitive spirit and playing to win.
Right now this is missing from Halo 4. Are you content with sacrificing that to deter this pitying group of basement boosters? That you think a visual CSR is merely a measure of e-peen demonstrates to me the sheer gulf between what I want, and in fact need, to play a 'good' Halo game again, and what I'm currently getting.

Know you guys made the right choice, to not further encourage the masses of quitters that are the Halo online community, and making sure the subset that care about stroking their e-loins still have that option, but in a place where it doesn't negatively effect everyone because of another subset of players' reactions.
I would have been okay with it if it was in-game and just difficult to access though, through multiple sub-menus.

It is all being done via Megalo I believe. They could use this to give us a great Halo experience...I doubt they will. Reach TU disaster 2.0.
I would argue that an in game visible rank would deter quitting, there's absolutely no penalty to quitting a game of Halo 4 right now, so how not having a visual rank in game some how be a bad thing? People come and go as they please now, at least if they lost SOMETHING, they MIGHT stick around.

Please tell me it has new, primitive pieces and the option to change pieces' colours as a whole.
