You have 30 days to purchase these songs before they go away from the stores. As noted, you'll be able to re-DL them when needed, you just won't be able to buy them as a new user. This applies to the 360, Wii, and PS3.
Of note, Promised Land is free and is required for one of RB3's achievements and an in-game goal. If you haven't gotten it yet, now would be a good time. Hier Kommt Alex is not playable in RB3 or Blitz, but you can play it in RB1 or 2.

We have some information about new songs being removed from the Rock Band Music Store. As mentioned in the previous blog post (available below), a limited number of song licenses for Rock Band DLC songs are expiring. This will be occurring on a quarterly basis. We wanted to give you a heads up that the following songs are scheduled to be removed from the store on June 30, 2013. If you already own them, they will still be in your library, and you will be able to re-download them if necessary.
Tokio Hotel - "Monsoon"
Die Toten Hosen - "Hier Kommt Alex"
Les Wampas - "Manu Chao"
Them Terribles - "Bullets & Guns"
The Material - "Moving to Seattle"
Crooked X - "Rock 'n' Roll Dream"
Vesuvius - "Promised Land"
