I believe the 2‰ is enough to handle all the built in voice and hand gestures. If devs want more they can, but this gives them more power to play with if they don't have any kinect features in the game they are making.

The voice features are clearly popular. Snap and stuff can be done with a controller. The folks I talk to think this means kinect-less is coming.

Not for a while though. Fall at the earliest. They don't want to have a kinect-less sku, but they need to start planning for it if the kinect continues to be the pricey-albatross around the XB1's neck. It's smart. They are doing a lot of forward thinking.

No, snapping video for instance would take up GPU time and power. Is the reduced reserve still enough to handle that + game?

Microsoft didn't fire a lot of people in the reorg, actually since buying Nokia they added 30,000 more employees to their company.
