The collaborative effort, organised at the 2018 Gambling Regulators European Forum, includes signatories from the UK, France, Ireland, Spain, and even the US (via the Washington State Gambling Commission).

The key focus for the parties involved appears to be "tackling unlicensed third-party websites offering illegal gambling linked to popular video games".

The regulators stated games providers must "ensure that features within games, such as loot boxes, do not constitute gambling under national laws". This indicates more countries will now examine whether loot boxes can be classed as gambling.

"Unlicensed websites offering skins betting can pop up at any time and children could be gambling with money intended for computer game products," McArthur stated. "We encourage video games companies to work with their gambling regulators and take action now to address those concerns to make sure that consumers, and particularly children, are protected."

When games are not designed and marketed as a single purchase that allows you to just have fun with the product if you decide to buy it and instead are Trojan horses designed for addic...I mean continuous engagement and can be/are dynamically adjusting to extract money continuously and over the long run then yes, this is problematic. I already have an issue with the strictly not sold nature of digital content, but the way F2P games are infesting mobile phones is even worse. The logic is dastardly smart... instead of medium to big purchases it is a lot easier to just ask a lot of small small fees left right and centre as they get into impulse buys territory... and if the game nags you well enough at the right times it will be easy easy for you to keep paying the fee. How can people really be fine with game design be about extracting money from you over time instead of you just having fun with it just because you want to get the game on your device as soon as it comes out and you want all games (it kind of sounds like support a bad practice just to get a dose)... that does sound like addiction.
