Ok, I'm take it even a step further.

Niko and GTA IV is the BEST GTA game that doesn't have online.

Vice city has a good story and is the best city. GTA V has online.

But GTA IV was the most complete story arc in my opinion. Felt like it was designed to be turned into a TV show or movie.
